No, it is not Ukraine in this photo. It is Chechnia. In 1999, the capital city of Grozniy was erased by Ruzzians. But 3 years before that, Ruzzia signed peace treaty with Chechens. They lost the war and needed a break. Only to be back and kill up to 300000 of Chechens!
