1-5 NEW: Switzerland will agree to the re-export of its military goods to Ukraine. This was long a blockage, but Allied diplomacy finally broke through to the Swiss. nzz.ch/schweiz/wende-…

2-5 This notably concerns munitions produced for the German Gepard anti-aircraft tank. NATO SecGen Stoltenberg had told the Swiss at Davos: this isn't about neutrality, this is about the right to self-defence (which is enshrined in the UN Charter)
3-5 The NZZ reports that the Swiss are conceptualising the change in policy as being justified for conflicts that are judged to be violations of International Law either by the UNSC or by a 2/3 majority of the UNGA. The latter is already true for the current war.
4-5 This is a major step forward and a maturation of Swiss policy. Instead of reflexively blocking re-exports, the new concept allows Swiss re-export policy to support International Law in cases that elicit similarly strong international condemnation as the current one.
5-5 In the shorter-run: - good news for Ukraine ✔️ - another sign that Allies really moved heaven and earth recently to get many countries to move ✔️ - another positive push for the global momentum to help Ukraine & oppose Russia's aggression ✔️
