The NZZ reports that the Swiss are conceptualising the change in policy as being justified for conflicts that are judged to be violations of International Law either by the UNSC or by a 2/3 majority of the UNGA. The latter is already true for the current war.

This is a major step forward and a maturation of Swiss policy. Instead of reflexively blocking re-exports, the new concept allows Swiss re-export policy to support International Law in cases that elicit similarly strong international condemnation as the current one.
