The bill, HB1215, raised alarms among activists all week when the intent was unclear and it seemed like it could target out of state coverage. The sponsor of the bill amended it hours ago live, to say that yes, this was the intent. Look at the amendment:

The amendment is extremely braod. It applies to insurance companies "with similar names and trademarks," meant to target companies like Blue Cross Blue Shield who operate as independent branches in each state.

Rep Bo Mitchell questioned how it would be enforced. The bill's sponsor agreed - insurance companies would not be able to provide coverage _anywhere_, even in other states. Rep Mitchell replied, "your values are great as long as they don't conflict with the US constitution."
