It is impossible to say with confidence whether or not Earth’s energy imbalance varies over solar cycles, because Earth's energy imbalance is not measurable. But it is possible to roughly estimate it from other things: sealevel.info/radiative_imba

Do an FFT on the EEI and tell me if you see the 11 year solar luminosity variation in there. I didn’t; maybe you’ll have more luck.
