Operators logged every voter who arrived at polling stations, regardless of party preference. This allowed Georgian Dream to track turnout and deploy targeted mobilization efforts to manipulate results. 4/14

The scheme involved underhanded practices: Personal data of all voters was collected. Staff were paid in untraceable cash to maintain secrecy. Municipal offices and private homes were repurposed as call centers. 5/14
