The gateway landscape contract passed. On to the Civicorps trail maintenance item. The contract increase will come specifically out of Measure MM, the fire district parcel tax measure passed in November
Maintenance agreements with Caltrans in CT right of ways: City must get a permit to do public works in the CT rights of ways, require these agreements. Legislation streamlines by authorizing CAO to negotiate and execute the agreements
Asphalt contracts with Reed & Graham and Martin Marietta [I believe this is the lot adjacent to boathouse at MLK shoreline park on Tidewater.] I think former Port Commissioner Colbruno was the long-standing lobbyist at City for the lot, including previous owner.
Not to exceed amount for each is 1 million. Notably, this requires a waiver of "related to border wall construction and sanctuary city policies", looks like MM is involved in those activities, but no other contractor available. Looks like City found out late MM is a violator.
City staff says that Martin Marietta "refused to sign a waiver that they would remain in compliance [w/border wall, sanctuary city] and refused to tell us whether they would remain in compliance...unwilling to make that commitment"
City staff says that it needs Martin Marietta because they are the only closely located "hot mix" asphalt contractor that can deliver hot asphalt in a timely way.
Michael Colbruno, who left the Port Commission after a 13 year stint there as Commissioner, is Martin Marietta's lobbyist at city
Wang says she's troubled by MMs refusal to sign waiver, but given city just paid a $7 MM settlement to a cyclist injured by a pothole, they need to pave roads. Houston asked for it to go to non-consent. CMs were mostly wary of the lack of waiver, but feel they have no choice
Last item on the agenda contains a waiver of L/SMLBE ordinance to be able to comply with sewer consent decree.
City staff is going through issues with contract, city is behind on its decree requirements and needs to meet them...there's a shortage of competent companies, l/smlbe companies will still get discounts to make more competitive, however. "local firms will stay competitive"

A caller on illegal dumping, an Oakland native Mary Forte, says she called in a dumping site to 311 and it took almost two months to pick up: "we have volunteers who pick up the trash, put it in nice piles, and while its waiting to be picked up, more is dumped"
Meeting went on into CED time, CED starting a bit late.
Houston says that city picks up trash, but dumpers come right back: "city is doing their work...but there's a magnitude of people dumping these items that shouldn't be...we're not waste management" He blames it on DA that wasn't prosecuting. He gave no examples, however.
