Orrick was pretty blunt about the IAB fails: investigative timelines, completeness of investigations, and consistency of discipline. Orrick called OPD's explanations "excuses"

Court ordered IAD to restructure as the IAB, with regular brass and city leadership oversight. "by December we'll be in compliance with these..."

OPD has had problems with consistency of discipline for years...

Some people don't know that the Oakland Police Commission has a budget that's just a little bit more than some police officers yearly income.

Hills dwellers are here to complain about the NSA, want to get out of it, thinking somehow its optional.

It will be interesting to see if any CM will comment on the shocking IAD investigatory failures that led to Oakland losing its chance of getting out of NSA

Surprising level of misinformation from one speaker, who goes to every OPC meeting and went to the last one and must have heard Mitchell say that expanding pursuit to property crimes is not within best practices. Instead she said the OPC browbeat Mitchell into doing that

Another speaker says that NSA is necessary as long as OPD can't police itself.

She also noted that Jenkins pulled the reappointments of Farmer and Garcia Acosta.

She also notes that OPD's staffing has decreased along with crime falling..."has anyone done the planning on how OPD will do more with less staffing"

Back to convo, Fife says "I feel like Council has very little role to play...happy to get these updates...I don't know what we can do about it...we have this info, we can't direct staff, we can't tell OPD what to do"

Fife: "to make it clear, we can't tell the judge what to do. We can't tell the monitor what to do. We can't tell the police department what to do...just asking [Joe Devries] what the Council can do?"

Devries says that the regular updates helps the public know where city is..."to see the progress that the deputy chief has reported tonight". This isn't true, Orrick was not hopeful about the City's progress...

and no CM has mentioned the big scandals that led to the OPD falling out of compliance, they haven't discussed it at all

Wang says that people are feeling optimistic, but wants to keep expectations low.

Houston asks if the OPC hadn't approved the pursuit policy, would it have come to Council to make vote. [Houston could have read the charter. It's surprising given his attitude toward the OPC].

Houston: "I spoke to Chief Floyd and he said the reason was he wasn't pushing other policies for pursuit is because it could affect the NSA"...[this was actually a good question, because both the Judge and OCA has been equivocal, but he dropped it]

Everyone is getting into the weeds here because the current council's knowledge of both NSA and OPC is not as good as it could be.

Wang asks Ausmus if they will get into compliance for Task 2, Ausmus doesn't really respond "I don't want to jinx us, but I think we're on a roll"

Wang asked about hiring for Skelly investigators [which is meant to process through officers on administrative leave], but none of the funds have been spent, though Ausmus hasn't mentioned it. OPD also failed to use the marketing funding they were given either in current budget
