At Rules today. Jenkins' attempt to send back reappointments of Police Commission Chair Garcia-Acosta & alt Farmer, boomeranged right back to Rules a week later with a note from CAO about the fact that full Council has the charter-mandated role here.
Jenkins responded that Rule 19 puts the appointments before Rules first. [but it does not say that the Chair can unilaterally remove the item from consideration from the Rules Committee]

Reading this more carefully, the rule mandates placement on the Rules Committee agenda for full committee review "SHALL first be scheduled to and CONSIDERED by the Rules and Legislation Committee before being scheduled to the full Council"
Likely due to reporting of OO and OS about committee revelations that Martin Marietta refuses to sign a required document to refrain from contracting for border wall, necessitating a waiver of Oakland sanctuary law, Jenkins sought commentary from OakDOT/DPW, but no one responded
CPA's Millie Cleveland asks what the basis of Jenkins' removal of selection panel appointments was, Jenkins repeated it was Rule 19. Jenkins responded that it is now scheduled for Rules to discuss, but that's on 10/16. Per CAO, that's the day that the current appointment expires.
So to consolidate what happened here: Jenkins first unilaterally removed item & said he was sending it back for consideration last week. He now says it must be heard first at Rules, but not until October 16. The current appointments will terminate that day.
For context, a Planning Commission appointment was removed last week from the bulk Rules agenda and placed on items for consideration on today's Rules agenda. But the Planning Commission appts passed without any discussion at all.
