'Sport by sport', 'case by case', 'district by district' are all false bases for determining eligibility, because biological facts do not vary by sport/case/district. They vary on the basis of sex.
Either TWAW and all should be allowed in female sport, or TWAM, and all should be ineligible. It's stark.
