Starting this Rules Committee meeting, the last before end of year session. The OPD has brought a new item for its Flock system contract request, brought at the last minute on this agenda for Tuesday's meeting.

Jenkins announcing a Special Council meeting for 12/16 beginning at 1pm, it cancels the regular meeting of 3:30pm.
Clerk reading in the OPD item, seems to be the same legislative item, but as yet has no documents or reports or legislation. Clerk says a Rule 24, urgency is needed
Dr Carlo Beckman reading in the finding "the Flock contract has expired and without a contract, cannot pay the vendor and must terminate system". No comments by other CMs as of yet.
It's not uncommon for CMs to wait until all the items for regularly scheduled items are read in. But it was very quiet as the item was read in.
They adjourned into a special meeting because Houston is present and will make comments.
Houston, who slept thru much of initial presentation of Flock, not surprisingly supports the Flock item. "thank you President Jenkins for bringing this back up", causing Jenkins to vehemently deny that he brought it back. But he did schedule a special mtg for Tues, worth noting

CM Wang's staffer says they support the Flock item; CM Unger's staffer also expressed support. The rationale has been that the contract is expiring, but its not clear what is expiring, MOUs or CHP's contract
Now on to deliberation. Fife "I just want to reiterate my position from PSC mtg, full support of having cameras for security, but this is not the vendor to go with...we have ample examples of other potential vendors...this process feels like it lacks transparency..."
Fife: "This item failed in committee and should go back to committee...i do believe in cameras was public safety tools, but this vendor has shown again and again that they will just flout laws...it needs to go back to committee"
Brown made the motion to move the items, Brown made no comments about the scheduling. JR said nothing but seconded. Fife voted no on 3.2, Flock. All three other CMs voted, including Brown, who voted against Flock at PSC
Definitely could make very credible arguments that the PSC meeting was an okey doke, and this was always the plan. Notably, OPD could have brought this back that Thursday if there was so much urgency, and they didn't to wait out opposition. Truly shameful behavior
