Back story here is then North Carolina Governor Roy Cooper went to NYC of all places, to announce he was running for office again. He met with Commie Mayor Bill DeBlasio and wealthy donors. Shortly thereafter, bus loads of homeless arrived in North Carolina. When asked by police where they came from, they responded they had been put on a bus in NYC.
Roy had sealed the deal. He sold out North Carolina once again.
That’s why he didn’t file suit against NYC.
It’s also one of the reasons why he did not receive NC Police endorsement last week.

Lack of Notice: Mayors in North Carolina—such as in Fayetteville—expressed concern and anger because they were not notified that New York City was sending homeless families to their towns.
No Support System: Local officials worried that NYC was simply exporting its homeless population without giving the host cities the money or social services needed to help them.
Travel Ban Violation: Critics pointed out that Mayor de Blasio was busing people to North Carolina even though he had placed an official travel ban on city employees going to that state in protest of its legislation.
Housing Quality: Reports showed that some families were placed in substandard or unsafe housing in their new locations after the one-year rent subsidy ran out.
