The primary concern of the leaders of Finland and Norway is security of their countries. They must believe that talking to Putin at this point serves their national security interest. Does it? Did talking to Russian leaders ever protect its neighbours?
How does Putin read this diplomatic opening? What does it tell about unity and resolve of Europe? Is he more willing now to soften any of his demands re: Ukraine and European security architecture?
I am left more, not less anxious about European security.
